Original Polydor POCP release of 12 Who mini-LP CD with Target on the reverse side of the obi came with pages of the so-called A-Z songbook, supposedly a listing of all the songs written or recorded by The Who. The mini-LPs that included these began with A Quick One and ended with It's Hard (including Odds and Sods and The Kids are Alright). The subsequent edition of the 12 CDs omitted the Target and coupon and most of the writing from the back of the Obi. There were no songbook pages in these. There was a further "encore" edition of the first 7 albums (again with the nearly blank obi back sides and no songbook pages) that came with the Who's Next promo box.
The coupon is that small yellow rectangle on the back side of the obi. If one sent in all 12 "clips" then one got a "free" t-shirt and the small binder (someone already supplied a photo) to hold the 12 sections of songbook. The first section of the songbook (part 1) was also included in the binder. So, if you have the 12 target obi albums with the 12 parts of the songbook, you do not have them all as there is a 13th section that only came with the binder.
This accounts for why so many of the target obis of that particular first issue are clipped. Many customers clipped them and sent them in. What is not accounted for is why the binder is so incredibly rare. In the years I have been selling Japan mini-LP I have "handled" three, one in horrible condition, one fine, and one with T-shirt. Rare indeed.
